E-documenting or e-filing digital software is a software system to make government programs more convenient by using information technology. Through this, all the government offices are made online-wise.
Now all types of work are being done online such as salary, bills, budget preparation, correspondence management. Instead of posting, these activities are being quickly disposed of online. This work can be done using the e-Document app through mobile without having to appear in office. However, many ministries are still lacking in this arrangement, and there have been widespread response to many ministries and departments.
E-filing activities have been divided into three categories to build digital Bangladesh. Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning, has taken the top position in the middle category of the Economic Relations Division (ERD), which has topped the list of major categories in the e-document activity of this year. Besides, the Ministry of Agriculture has occupied the first place in the small category.
However there is no interest in e-filing activities in many ministries and divisions. For example, the Ministry of Foreign Affairs, the Prime Minister's Office, the Law and Justice Department did not complete the work in e-filing at the same time. This information has emerged from the latest update of e-document from the first day of last September to the last day.
It is calculated by dividing the ministry and departments into three categories. There are seven categories in the first category, 14 in the second category and 37 divisions and ministries in the third category. In the first category ERD, IMED in the second category and the Ministry of Agriculture in the third category first became the first.
ERD at the top of the big category in e-filing. In September, 2,585 e-files were settled in this division. Then there is the Public Administration Ministry. This ministry has resolved 1,5755 e-files. The Foreign Ministry has not disposed of any e-file. At the same time, this Ministry has delivered 154 e-files. In the e-file program, the National Parliament Secretariat of Bihladasha Bangladesh. Although 128 e-files have been transmitted, only 28 have been settled.
According to sources, the e-filing is the top of the middle category IMED. In September this division has distributed 4,735 documents online. In the meantime, 4,624 documents were disposed of. Then there is the Security Department. The department has shared 3,571 documents online. In this, 3,283 cases were disposed of.
In the middle category, the law and justice department did not set up a document online in September. In the e-filing program, the Election Commission of Behaladha (EC) EC has brought only eight documents to the e-filing program. In the meantime, only two were settled online. The Legislative and Parliamentary Affairs Department has 43 related documents online.
However, successful IMEDs in the e-filing program IMED has been in good position for several months. In August this division was also in good condition. Expressing enthusiasm, IMED secretary Mafizul Islam told banglanews, "We have achieved this success because of all IMED officials and employees. The IMED's online document exchange program will be extended as long as possible. On the one hand, there is no violence against the red tape on the one hand, while simultaneously saving the documents online. We can quickly solve important government programs. There is no alternative to e-filing for transparency in government work.
Ministry of Agriculture at the top of the small category of e-filing. In September this ministry has distributed 2,332 documents online. In the meantime, 1 of the 882 e-files have been settled. Then there is the Ministry of Liberation War Affairs. This ministry has resolved 1,470 e-files. The Prime Minister's Office is at the end of this category. No e-file was disposed of here. However, 594 e-files took part in the program. The Department of Public has transferred 42 e-files, but only two have been settled. The condition of the bridge division is also not good. This section has participated in 72 e-files, but 70 have been settled.
The current government has emphasized e-filing. Now most tender has gone e-filing.
Under the Ministry of Planning, Central Procurement Technical Unit (CPTU) is currently conducting online public procurement (e-GP) activities.
CPTU's DG Faruk Hossain told banglanews that reform in public procurement system was started in 2002. More than 80 percent of the government agencies involved in the purchase program have come under the e-GP. E-GP activities will be expanded further. As a result, qualified people are getting jobs without any hassle. There is no chance to show muscle power through e-GP.
